Why is it that I am still able to be sued for an auto accident if I live in Florida, a no-fault state?

I've been in 2 accidents. The first was very minor; I rolled into the bumper in the car in front of me at a stop light and scratched their bumper. No damage was sustained to my car, but I am at-fault. The second I was cutting through an intersection that was at a red light and was about to pull into the left-turn lane when the woman in the car that was coming down the lane wasn't looking forward and hit the driver side door of my car. I was already halfway in the lane trying to straighten out into the left-turn lane but I couldn't move when she was coming, because if I moved back I might have hit someone and if I went forward she would have hit me anyway. At the scene the policewoman told me I was at fault, but when I talked to my claims adjuster, she told me that there is some negligence on the other party's part because if I had just randomly pulled out into traffic, the other party would have hit the front of my car, not the driver-side door. I am being sued by the first person and I found out just now I am being sued by the person in the second accident as well. I was told that since I am registered under my parents insurance, the other party can see that they have a lot of assets they can sue for from my parents. My question is, why are they able to sue me so easily? I've done research, and I know Florida is a no-fault state, meaning drivers cannot sue each other unless serious injury occurred, such as loss of life, limb, permanent injury, etc. In both accidents, I did not get ticketed, and I believe no police report was written, only exchanges of information.(Police were called, however. I did not leave the scene) Also both of the other parties did not ask for an ambulance or medical assistance(I know about the feeling pain later thing) but I'm sure if someone was suing for something as serious that can be listed as loss of limb or death, they would have showed some indication of injury at the scene. Both people stepped out of their cars and were fine, however.

Primary and Secondary Health Insurance?

This has been a big complication for a few months, but back in October of 2008, I had a physical exam and my provider billed, what I assumed at the time, my primary insurance company (Horizon NJ Health). However, two years later, Horizon took back that money and my provider has been billing me for that physical back in 2008. I called Horizon and apparently they took back the money because I had another health insurance, and Horizon was no longer my primary. I had not known about my other health insurance company, Aetna student health care, since they never gave me any information or membership details, and I was automatically enrolled for it when I entered my university. When I contacted Aetna, they told me that they weren't the primary insurance company because they were just student health care. After several phone calls back and forth between Aetna and Horizon... I STILL haven't figured out who my primary insurance company is since they both claim to be the secondary insurance (and they seem to have endless reasons why the other is primary). I contacted my provider and asked them who they have listed as my primary, and they seem to be clueless about it too (when I spoke to the receptionist and asked, they kinda changed the topic). Is it possible to have two secondary insurance? If not, who should be my primary insurance? If Horizon is my primary, doesn't that mean they shouldn't have taken the money back for the physical exam?

Last week a minor - unlicensed male - put Escalade, his mother's vehicle, in reverse and ran into the front of my stopped Toyota Corolla. We happened to be in front of his mother's house so he ran inside and she and her son came out soon after. The mother gave me all of her info: insurance etc. and I went on my disgruntled way. I called her insurance company, and mine too, the same day and made a report. It has been one week and after repeated attempts to call and then sending her a letter for a reply she still has not made any contact with either insurance carrier. I did not bother with a police report because last year, when the same kind of accident happened to me, I called the police and they came and told me they did not need to take a report and that we should just contact our insurance companies. This is an accident that happened on 4-20-2010 in northern California. What are my options?

Okay, this is the deal, I have full coverage car insurance. This means that the insurance will cover me, if I have an accident that is my fault or if someone else hits me & it's not my fault. Was a chauffeur for a few years, no traffic accidents. My husband and I have two cars- both insured with us as the drivers. However, his mother (and sometimes his three brothers) have been using my husband's car while there's is getting fixed. They've had the car going on three months- and I read on progressive.com (our insurance, obviously) that we're responsible to make sure any 'regular' drivers are covered under our insurance. I'm not sure their insurance situation, since the car has been so delayed in getting fixed- they may have canceled it until they get it back. So, I don't actually want to contact the insurance company- because I'm sure they'll do what's best for them, not us. My questions are- are we responsible to cover them under our insurance since they are driving it 'regularly' or since we have the car covered is it okay?
